That's a good reason to throw the username/password in front of it. If you just did a splash page, someone could still search around to hit non-linked pages.
They are using weebly.com to host their website. You can check a box in the control panel to make it ask for a username/password. You can also assume they aren't developing it themselves and the developer just presented this as an easy option to hide the content, while still being able to work on it and show them development behind credentials.
