The problem is that JPS are not the only litigants. There are CS litigants as well, even in Collins

I expect all litigants to be basically bought out individually with cash. None of the cases are class actions.

If an ideologue plaintiff wants to hold up the process things could get hairy. For that plaintiff, I mean; they will face all sorts of pressure from other plaintiffs to just take the settlement offer.
