I take "broad strokes" to mean outlining plans and options, rather than an SPSA amendment getting done

I see a stroke as an action, not words. Words could have happened at any time; there wouldn't be a need for Mnuchin to "take up the thorny issue".

I also interpret "broad" as not having a lot of detail. But Treasury doesn't need to include a lot of detail; that's for FHFA and FnF to figure out.

You mean through next Wednesday? According to this Friday report, Mnuchin will stay in office until the inauguration.
