As others will have likely said, there is no way of knowing. That being said, this board is the place for speculating so that is what i intend to do; It would be a pretty quick turnaround in normal circumstances but these are not normal circumstances. If these events are all connected in the way i think they are, then this is likely our opinion.
-Treasury Sec. cuts trip short purportedly to work on GSEs (I believe all the work is done and just waiting)
-The opinion date was just recently added, something of a "surprise"
-Reasons for waiting this long can be debated and maybe were waiting for whatever political piece to settle but could also be so that a ruling could be in place/quickly following admin action to decisively make controversial move.
