It is kinda funny how people use it to scare those who already own. Seen it happen the following way a bunch of times; company is in long downtrend and does not file on time, they get a stop sign, brokers no longer allow their clients to buy the security, however brokers buy it heavily knowing they will file at some point in the future, price of said security moves a few 100%, company files, stop sign is lifted, brokers open up the security to be bough again and sell their cheap shares to their clients.

Definitely.. many sub pennies with stops signs etc have ran to the pennies ..with much less then this
