“Dear Fellow Board Members,
I have increased my holdings in open market purchases to approximately 10,500,000 shares of PASO common stock. My personal securities are being held at a retail brokerage firm. Their compliance department has been notified and the holdings are now governed by the rules that apply to insider/affiliate shareholders with all applicable restrictions and limitations.
My personal restricted 144 purchases of 24,500,000 shares directly from the Company bring my PASO holdings to 35,000,000. My restricted holdings are not eligible for legend removal.”

since he bought them open market and not through a grant of some kind i'm not sure why they're tied up for any length of time. he would still need to disclose buys/sells as an insider if he's still holds a high enough % shares. with this dilution who knows.
