Is it safe to assume that DeVries calls the shots from his bunker(who does that remind you of) and Petar delivers the news as instructed and now he is in the spot light fumbling for explanations.
Sounds like that. Though I wouldn't be surprised if Petar had added a few bells and whistles of his own, just for fun.
