WRONG! I believe it is part of the elimination of naked shortselling schemes of US securities going on far too long as most other developed Nations already have in their respective markets! Meaning to me that UNLESS you are already holding such shares, ONLY those "invested shareholders" will/can benefit later as the said share price rises (designation THEN removed from OTCMarkets.com) as no other purchase of such shares can be allowed (after Jan 31st) while the CE designation is in place.. ONCE designation is removed thereafter, then as normal, shares can then be bought when in full compliance with OTC Market.com standards, etc...
