No it’s clearly not. A draft was written to take over the Reverdia deal and pay the back royalties but in the end it is clearly stated that LCYB decided they did not need to and never did.
So show us clearly where it states that LCYB can not run the plant on their own?
I mean LCYB has had that plant up running and producing for quite a while all on their own

I think you should re-read it again paying extra attention to both the context and who stated it. The reality is, LCYB is using their own recipe & and running a plant they own. It's up and running, who's going to tell them they can't or to stop?......
