both of those ATM agreements were announced but we've not seen that either have been used yet, though that info might only come out on a quarterly report

Overall I don't see this as good or bad news, just evidence that they are making sure they have their bases covered for different contingencies. That much available cash gives them money into 2022 if needed without having to do an actual shelf offering, so that is positive at the very least.
