Yes, in preparation to upgrade to Nasdaq. Not uncommon to see an offering hand in hand with the upgrade.

There has to be a good reason to up the current authorized shares
200 million higher. The questions are why? and for what?

There might be a reason to increase the outstanding shares
but I would not think the authorized shares would need increasing.
