Your comment about MC is not accurate. I have long claiming that MC and SM are the bottleneck. Lately, I reviewed some documents and find that MC is innocent. He is making progress along the line of the Treasury Plan, though slow. For SM, I still maintain that he is the bottleneck.
If SM fails to sign the PSPA amendment (hearsay that the PSPA amendment is on his desk and he is waiting for the Congress to leave DC), he is likely a member of D-state. He called ending the C-ship his priority item 4 years ago. Hard to image that a priority cannot be completed in 4 years with his kind of capability. IMO.
