the Transfer Agent is the one that releases shares and keeps track of how many are out for any ticker..... OTC Markets is very reliable information, as all documentation shows up there. ie: 8-K's, 10-Q, 10-K, etc.
From what I know OTC Markets just updates what the Transfer Agent gives them. Im in a couple of different tickers that update daily and OTC Markets says that Transfer Agent is sending the info daily, thats why the date is updated daily.
