OTCQB is a huge step, and is costly, especially for a co with no proven rev's for years, an OS of almost 2 bl, and never had any financing except for the toxic variety.

Keep in mind once he commits to SEC reporting standards, the world he's been living in the past 10 years doesn't exist anymore.
