skunksyard - The question does not really make sense in light of the real world. The Company has applications in for government grants to promote alternative energy projects, but both (1) whether the grant requests will be approved and (2) the timing of possible approval and receipt of funding, are not in the Company's control. In the interim, the bills have to be paid for staff, lawyers, consultants, etc. The Company does not have the option of not paying bills in the hope of receiving grant money at some uncertain time in the future. Therefore, management made the decision to issue relatively small amounts of stock to fund working capital and keep the process of obtaining approval for the Endicottville project moving forward. The Company will likely choose not to issue new shares if and when new grants are actually approved and received (as was the case in 2005 when Company received the $1mil grant and consequently did not issue new shares until mid-2006), until the stock price is meaningfully higher.
