Pretty much, it could also go the other way with multiple market makers, one could go oversold and then another agrees to provide shares to cover. I'm not really sure on the inner workings, I don't think anyone really is aside from actual market makers, but this is one of the reasons, especially on the pinks, why the otc is susceptible to manipulation (actual manipulation as well as assumed/perceived)
