There is definitely no way that’s it. Way too simplistic and of course, 36% is not 37%.

It’s much more likely they calculated the % recovery rate at which increasing the number of recoveries to 402 from 257 would allow the 95% confidence interval to comfortably not cross 1, and that rate was 37%.
