Maybe a merger or joint venture would get this thing moving forward. Spencer seems perpetually strapped for resources and effective project management. Off loading some of the work to another party might be what it takes to get across the finish line.
Having a partner might motivate Spencer by giving him direct accountability. He seems to have little regard for his accountability to shareholders.
