All the images of licenses on the Gallery page of their website say expiration of Dec. 2019. No mention of a 2020 or 2021 expiration date on their social media or website. My reading of the DATCP page for hemp licenses does indicate only registration expires though: https://datcp.wi.gov/Pages/Programs_Services/HempLicensing.aspx
