I haven't read the filings for this company so I can't make informed opinions. I've read enough filings similar to this situation to understand it fits a pattern.

The CEO of this money losing company wants to get it out of hock.

So he goes to a lender who is willing to accept equity so the CEO can make good on the loan from the pawnbroker.

They strike a deal. The CEO files to the regulator to print additional shares which will be granted to the lender in exchange for cash, enough, one must figure, so the CEO can get his company out of hock with the pawnbroker.

Of course all the spinmeisters will say this is a win-win deal and the stock price is headed past the moon, sun, and the stars.

If the CEO can't make a profit from selling reefer products after all these years what makes you think he could make a profit by running a chain of laundromats in a medium size city --- anywhere on the planet.
