She seems way too slow. The RRR plan was announced long ago. If she doesn't feel right, she should say so early on. Congress cannot come up with something viable in 12 years. Now, someone wants to finish it and she pops up and says "No". We don't have another 12 years. And, she is the chairwoman. Don't she know what is private property.
