A key factor in the QB situation is major changes adopted by OTC markets. These amendments to their standards went into effect at the beginning of October, and the toxic debt limitation became a barrier to PCTL that was not there previously. We know they have cleared it, now I am guessing they are working out final details to complete whatever verifications are needed to complete the task.
