look under cash and cash alternatives they do charge for nname changes

I hold QUTRD in 3 TDA accts. Charged $38 in all 3 accts.

If you have the funds available they will be automatically deducted.
You won't even see this happened, just the money is gone.
If you don't have funds available there is a notice that reads:

You are in a margin call in (acct name) (acct number). Take immediate action.

You will need to add the funds to cover what is due or TDA will sell something you hold to cover within a few days. You may not like what they pick to sell to get their $ so cover the fee!
