Lets do some math

Id estimate RBC got around 50m shares for the $700k notes

Add whatever the recent settlement was to that number that led to last weeks PR

Then add what other toxic settlement shares already in the market - remember, this sell pressure didnt just pop up recently - its been constant for months = still overhang

My conclusion is theres well over 50m still overhanging PCTL and thats being very, VERY generous
