Cet1 has to be met to satisfy consent decree on the back end. It's the last hurdle to clear after privatization under consent decree as opposed to the first hurdle. Otherwise there's no consent decree necessary. If they met Cet1 capital today they would be released without a consent decree tomorrow.

Part of the RRR requires that CET1 be met, before Consent Decree is granted.



FnF can be released at any time under consent decree. There is no cet1 cap level required for consent decree ...

Hence the reason for shorting some jps ... ;-)
