I just paid $20 to Delaware to get the following official document:



Which confirms the AS for the common stock is still the Same FIXED number --- 2B shares! I could not see the OS count from the state website which is a common sense because only the company and its transfer agency have the OS and float counts Information! The annual reports would not disclose the OS count. So the latest OS count we could get is from the following company filing which shows 851,481,075 shares OS!

From the chart below and the past trading volumes we can tell there is no way the OS could be more than 851M shares! Otherwise we would see Hundreds Of Millions shares asking at 0.0001 when the bid drop to 0.000001! In fact the maximal shares asking at 0.0001 was only less than 86M shares from my observation since the beginning of 2020 till 10/20/2020!
