I'm going to go out on a big limb here and suggest

Lig mgnt does not have a good handle on the OTCM method

They get the free money for paper thing

But don't seem to know how to get the max. benefit

Which, also includes taking those shareholders mentioned

Along or A LONG or some long thing ;).

One can understand how they may be a little gun shy

After so many previous failed attempts.
