Being behind on fees does not mean they are not represented. It just means they need to pay fees before issuing any new shares. Same with otc. They put up a stop sign when behind on filings but doesn't mean the stock is gone or can't trade. It still trades. Sometimes dark times are the best times for accumulating;)
