Bei = North, Jing= captial city.

Saying Beijing "City" is also redundant and not usually done. Jing means "city". We don't say Newyork city city.
It sounds more like someone tried to name a business park for foreigners and screwed it up.

Be....not a word (character) in the Mandarin Language.
Signs in English are misspelled in China all over the place...its not their native language. The locals wouldn't even notice.
