look at Outstanding shares. went from 1.45 billion to almost 1.7 billion. Restricted shares can and will be unrestricted at Any given time!!!
next is either raise the authorized shares , or a Reverse split. only two option. since they are just about out of Outstanding shares they themselves can sell . no the market has tons of these shares .there is no short supply of them for us to buy and sell
