That isn't accurate - CCTL hasn't made any developments with blockchain technology - plus Pillsworth lied about having 1000 S9 miners - as I posted the cost of electricity to operate 1000 S9 miners would be about $400k per quarter.

But S9 miners are now obsolete since the last halving and CCTL doesn't have the capital to purchase any S19 miners.
