If so, that tells me that FHFA/Treasury expects either a settlement or to self determine a post-hearing SCOTUS ruling before that time, so they can properly apply standards.

It also tells me that Calabria's 4% capital standard is far from written in stone, by any means. Otherwise, they would be simply applying it before the SCOTUS hearings.
