A business license does not mean anything more than some one payed for one. Anyone could get a business license for wessal blah blah blah any time they want(you probably do need to be a saudi citizen though, as they do not even allow tourism visits). It does not mean ANYTHING. Its probably even less than 50$ US in Saudi to get one.

I tried the link you posted and found the equivalent of a Chamber Of Commerce Membership Certificate. Could you please direct me to the license?
