No he actually isn’t. He is merely repeating what the Plan says...and then of course suggesting they will fight it.
What he doesn’t say is that the chances of getting something are slim to none. That is what I am taking about. I have zero doubt that many following him believe there is a greater chance than is even close to reasonable.
I was merely suggesting that he opine on what he believes the chances actually are...but he won’t.
