So in effect, it's possible to buy an existing pre-OTC option if the holder of said option is willing to sell, but no new options can be created?

Also, it is theoretically possible to sell a pre-OTC option if you can find a buyer.

Taking away the creation of new options really de-liquifies the market.

The net result may be that most pre-OTC options will be held to expiration?
