Different warning than I saw so I googled "this connection is not private"
Plenty of suggestions on how to solve it come up. It's surprising someone who's been scouring the web for news would be so easily frustrated by that message.

Obviously "The website may be impersonating..." does not mean it is. Since I saw the mil address which is the DOD's domain I felt it unlikely to be a scam so I viewed it with no issue. I also considered it unlikely I would stumble on to a scam while looking for STTR contracts. If you are convinced that it is not the army's but a scam someone setup then you are welcome to your opinion. Otherwise take a look at the google results such as the option to ignore it and proceed, or add it to trusted sites in you settings etc. depending on your OS and browser which you did not specify.
