Kw adding more shares will never fly. He won't even get a fraction of a penny for them. But this move seems they are still thinking of pmcb as an ongoing concern. Maybe we will get the 2b. Then there has to be funding from someone and they know this.
However, anything less than an approved 2b will be devastating imo.
