Like a contractors license. You cant build a house without one. If the city finds out during inspection, they can make you tear the whole house down. However you are able to work under someone else’s license without them working on the house bearing they take responsibility. Im pretty sure they will not just let you use their license without getting paid for it lol. Not sure if this is correct analogy though.
