The point is simple. The argument was being made that "bears have been keeping the dilution argument on the DL cause they have no proof other than speculation".

Apart from that argument itself being speculative, the fact that recent dilution is unknown is the fault of the Company and/or its Transfer Agent.
As previously noted, OTCQB Standards require that the Company employ a Transfer Agent that commits to verify and provide monthly updates of outstanding share information to OTCMarkets for publication. West Coast Stock Transfer Inc. has been updating its other OTCQB clients data but stopped doing so for IPIX for unknown reasons.
That's the worry.
