nobody leaves $50 million bucks in value on the table for "freebie" shares so actually like a few others I have opined on - indeed the "pumpers" or the "marketing agents" get paid in shares and sell those shares as part of compensation and indeed "appear" to always "be in the stock" except for the fact that it only goes down until its reverse split.
