he just may be waiting for an official letter of approval.

There's no official letter the Kenny has to wait on for days/months/years.

An IND application may go into effect:

30 days after FDA receives the application, unless FDA notifies the sponsor that the investigations described in the application are subject to a Clinical Hold;

or

on earlier notification by FDA that the clinical investigations in the IND may begin.

When the 30 days are up (01-Oct) either Kenny tells SHs there's no Hold, or in Kenny's case, he gives silence, equating to a Hold.

The doctors may be getting the ok now and will pass onto waggs. Waggs has no idea unless the doctors have sent him word.
