I've made that same statement here. I was suggesting great than 50% for the purpose of discourse.

I think the FDA told him he could only get approval on critical (like those in compassionate use) at this time. And he worded the application to make the FDA look on EUA. It's tough for Dems to argue against an EUA with a purpose to get the drug to more "people of color".

When the trials are done they can expand the EUA as long it's the results Harris seems to be so excited about.

Javitt said he saw 60-70% chance of RLF100 drug approval for treating COVID-19 patients in a matter of months. I would guess he sees the same or higher for EUA but very soon for that. In both cases he may very well privately feel 100% certain.
