That news announcement is good and it is good it is of new orders. But, it still is not about new orders from new customers. Instead it is of new orders from existing customers of FCEL. FCEL already has in-progress project described as "CT RFP-1 Eversource/United Illuminating (CT Utilities) Hartford, CT 7.4", thus the new orders are from existing customers.
