HALT will invoke overreaction, why wouldn't it? Was supposed to be starting P2/3 by EOM and instead have to endure a HALT that could last a month or more.

* INO still hasn't released peer-review P1 results as promised repeatedly.
* INO is not going to start P2/3 trial by EOM September as promoised as recently as a few days ago.

The negatives are building up.
