I think the 8% takes into account outstanding vs float and effective market cap. But, honestly, this is above my head, so I'd like some clarity on this as well.

If OS is 2 bil and increases to 2.5 bil but the float stays at 1.6 bil is there dilution? no

If OS is 2 bil and stays the same but float increases from 1.6 bil to 2 bil is there dilution? Yes

Changes in OS do not tell you if there is dilution changes in float indicate dilution.

Best way to tell if there is dilution is transfer agent, but not list and likely locked.

That leaves comparing arty reports

As of July 29 float was 1.6 bil, before that is was about 1.2 bil. Most of the vol has been in Aug so likely float has increased significantly which will be reflected in next qrtly report. With an AS of 4 bil it's pretty clear the company is in the business of selling shares.

My dad at VA home has taken turn for the worse. Hes on morphine and adavant. 8 vets in the quarantine area died of covid in the last week.anyone in a nursing home that gets covid is basically screwed. They aren't set up for it and they life saving plan is lacking for the high risk group. Plus there is a 1.5 yr wait list to get in. Many vets are on va disability which if u die no longer cost the gov. VA sees this as an op to trim the fat.

FWIW I passed the link for Aviptadil enhanced program to the VA doctor along with the contact info. Told her about the inhalers which would be ideal for early cases. She contacted them and was told he didnt meet protocols. There are 28 other vets in that quarantine unit most will die. They RLFTF were given an open door into the VA system and didnt have the foresight to walk thru it.
