I agree Mnuchin is a snake. My point was going to SCOTUS was pre-determined by Mnuchin et al in the event of an unfavorable ruling.
"What he wants?" I assume you mean what does he want by going to SCOTUS. Well, IMHO here's what I think he wants:
1) Reversal of NWS ruling by SCOTUS or
2) Remand Back to Lower Courts via SCOTUS ruling

I am not confident at all SCOTUS will rubber stamp the en banc decision.
