It's a foreign transaction fee and charged once per day, instead of per trade.

Its a foreign Exchange Trade fee on the Total of your order lots...So if you placed an order for 10K shares and it filled with 5 differing lots you got charge the 15$ for the entire 10K not each fill

Ameritrade won’t charge the $15 foreign fee until the trade settles (2 days). That’s why it doesn’t appear immediately.
