I am of the opinion that the new rule was more favorable to the OTCM than against. I believe it was actually a victory for the OTCM. But you must wade into the actual details to draw that conclusion (which is tough!).

I have not really dove into the rule regarding custodians, but I think custodians should be happy as well.

From my understanding, where there is a change in ownership, the new owners get 18 months to bring it current.

No sweat for Lazar. He does that already.

Now I will admit I am not even a lawyer — much less a securities expert. Take my opinion with a grain of salt.

I could be wrong and still monitoring the situation. As more clear and concise information emergences, I will post it on my board and perhaps here as well.

The entities will still be out there for Lazar to assume custodianship of and rehabilitate. However, we won't be able to trade them in the early stages as they won't be pink current (except possibly on the grey sheets or expert market, which is really a crapshoot with neither liquidity of transparency).
