I believe the "no trade" issue is excluded for OTC markets. And from what I have read, BRTXQ filed the 8-K in March 2020, well within the 12 month time period required.

From what I see in the last 8-k, and SEC reg. they have maintained "compliance" and should get the nod to continue post CH 11.
