Does the strategy see free companies like any other or regulated PRIVATE non conservatorship federal level utilities with say an 8% profit rate built into the business model

regulation and freedom - often mean the opposite - here they are to co exist - so FHFA will regulate free F and F ? and/or any place that guarantees mortgages and creates MBS paper?
